There is plenty of lithium in North/South Carolina. It used to be mined there for years until cheaper sources in SA became available. Li is one of the most abundant elements on earth. Likely, an extra $100 on top of your $38k electric vehicle. No big deal.

Rare earths have a very large importance to American security and also to our economy. Do we really want to rely entirely on China?

Moutain Pass has large deposits that are important to the United States. I think these resources should be redeveloped to be ready to go into production anytime that world market supplies are curtailed and the US becomes endangered.

Private enterprise would have already taken care of this without very stringent environmental regulations.

The ores at Mountain Pass have been depositing low level radiation materials into the Ivenpaugh dry lake for millions of years. About the amount the average person would receive in dosage if they moved from the seacoast to mile high Denver.

"Will the socialist Morales be able to convince private investors that the risks of investing in a state-owned lithium industry, combined with the market risks of electric cars, are acceptable?"

He'd give them a choice? Wow. Our socialists are more hardcore than that.

US Economy: Hey we need those rare earth elements for some of our green tech. We should re-develop our resources.

Greens: Absolutely. We need that stuff to save the planet.

US Economy: We'd like to start yesterday.

Greens: Here's a law suit and some EPA restrictions for you.

US Economy: But we need to start like yesterday. It's important.

Greens: Yup, this is some important stuff.

US Economy: But what's with all the lawsuits and restrictions.

Greens: Didn't you learn anything from your feeble attempts to expand domestic oil and gas production. Let me break it down for you. I'm Lucy. Rare earth elements are a football. Guess who's Charlie Brown.

One of the rare earth mines that could be re-opened in the desert 75 miles southwest of Las Vegas. Unfortunately, the American military will have an easier time getting these elements from China that they will from the state of California where the mine is located.
