Carbon cap-and-trade or carbon tax?! Both are deus ex machina ploys to separate people from the contents of their wallets, whether proposed from the left or right, by conservatives or liberals, via Republicans or Democrats, by way of socialists or libertarians.

The ubiquity of CO2 makes accounting schemes impossible. As a political device to enable fantasy energy narratives from wind and solar, cap-and-trade especially is a howler, since the very same people, including those in government, who would do the accounting would also reap any financial rewards.

Let me urge here some restraint on the political name calling. A silly idea is a silly idea, no matter what its source. In this case, it's a theme apropos for a film bringing together Dumb and Dumber with The Smartest Guys in the Room.
