		<description>Marlo, couldn&#039;t nuclear plants replace coal?  Wouldn&#039;t carbon taxes or cap and trade simply push the market in this direction, as well as encouraging investment in CCS, air capture and offset technologies?

Sure we should be concerned about the costs of carbon policies, but unfortunately there is also a downside to BAU.</description>
